BILL SUMMARY: 

SB 565authorizes the Director of General Services (DGS) to  
acquire real property and construct facilities within  
Fresno County for use by Caltrans and other state agencies.  
 The bill allows the Public Works Board to issue revenue  
bonds to finance all costs and to borrow funds at the  
Pooled Money Investment Account rate.  The costs to acquire  
and operate the facilities may not exceed the cost to lease  
and operate an equivalen amount of comparable office space  
over the same time period.

STAFF COMMENTS:  

This bill meets the criteria to be placed on the Suspense  
file.

This measure is similar to SB 1934 (Johnston) of last year  
(and numerous other previous measures) which authorized a  
consolidated office building for the Department of  
Corrections and other state agencies in either Sacramento  
County or West Sacramento.  SB 1934 was placed on Suspense,  
subsequently moved to the Governor and was signed into law.

As currently drafted, SB 565 does not specify project size  
or cost.  According to the policy committee analysis, the  
author intends to amend this bill to reflect justifiable  
costs and size when DGS completes its review of secondary  
metropolitan area office needs.
